Primary Healthcare Insurance Project (Bounlai Project)

        In May 2001, supporters and donors of EDF-Lao from abroad visited Pakthon Village, Lamam District in Sekong Province and stayed with the villagers. During their visit a scholarship student named Bounlai was bitten by a snake. Due to poverty and limited access, Bounlai was treated in the village with local care as his family was unable to pay for the necessary medical care that their son needed. However due to the seriousness of Bounlai’s symptoms, a donor member provided financial help for Bounlai to get urgent medical care in the capital city, Vientiane, as the donor member feared death if there were no proper emergency care. This child survived because of the financial help provided by the donor. And it is because of this incident, Bounlai Project or Primary Health Care Insurance Project, was initiated to raised funds for emergency medical care for children.
     Access to healthcare services and information is rare. Minor or even major health problems are usually neglected and thus lead to severe problems. The issue of poor basic health is one of the main problems and although there is no statistic, it affects school attendance for primary school students in rural areas of Laos. The performance, decrease attendance and absenteeism due to health problems are evidently significant.   
     Regular health exams, check-ups and tests can help find problems before they start. They also can help find problems early when your chances for treatment and cure are better. By getting the right health services, screenings, and treatments, you are taking steps that help your chances for living a longer and healthier life. EDF-Lao understands the importance of early detection and work with medical staff nearby to do annual health check-ups. This project puts an emphasis on extending open access for students to basic healthcare services, knowledge, and information such as sanitary living conditions and preventable diseases. It provides basic healthcare information for teachers and students and equips targeted schools with first aid kits and medicine boxes for any urgent basic healthcare and treatment needs.
     The project aims to cover the cost of children’s health and education in poor families. Low health standards often leads to poor school attendance and inadequate education and thus the objectives of this project are:
     1) Help students in the remote areas access healthcare services and information.
     2) Improve school attendance among students from rural poor families.
     3) Reduce absenteeism, drop-out and repetition rate caused by illness.
     4) Early discovery of students health problems that may lead to severe problems in the future.
     5) Reduce burden of parents on healthcare cost.
